PLAXIS 2D and 3D are powerful and user friendly finite element package intended for two-dimensional and three-dimensional analyses of deformation and stability in geotechnical engineering and rock mechanics.
The PM4Sand and PM4Silt models are stress-ratio controlled, critical state compatible, bounding surface plasticity models developed for geotechnical earthquake engineering applications.

I would like to know if PM4Sand and PM4Silt DLL files can be used in Plaxis 3D? How to incorporate the material model in Plaxis 3D?

The PM4Sand and PM4Silt models are 2D models only: they are currently only defined in the 2D stress space.
For 3D, PLAXIS offers a 3D version of the UBC Sand model, called UBC3D_PLM (UBC Sand 3D – PLAXIS Liquefaction mode): for more information, please check the material models manual here: https://bentleysystems.service-now.com/community?id=kb_article_view&sysparm_article=KB0107989
