If you refer to the PLAXIS Soft Soil and Soil Soil Creep model, the main difference is that there is a creep law included in the Soft Soil Creep model, but not in the Soft Soil model.
As both are defined in effective stress space with effective strength, you can perform consolidation analysis with both.
